Continued insurgency on the one hand, failure to forge a national unity government though five months have passed since elections, signs of growing tensions along religious lines, increased cross-border violence from outlawed Kurdistan Workers' Party (PKK) terrorists inside Turkey and the failure of Iraqi government troops and U.S. forces to take action against the PKK presence in northern Iraq remain serious irritants for the policy-makers in Ankara.
